REQUEST FOR SERVICES (RFS)

for a TRAINING SERVICE PROVIDER in the 

TRANSPORTATION, DISTRIBUTION and LOGISTICS INDUSTRY



Background


The distribution career program responds directly to the needs of the air cargo and distribution industry by providing an intense pre-employment screening and job readiness training program, business assessment of participating air cargo companies and a clearly identified career pathway for material handling employees. Currently there are 12,484 air cargo jobs at O’Hare with an annual need of 3,290 new jobs. This program is designed to prepare individuals, with the core set of work place skills needed to enter entry level positions in the material handling industry and access the training necessary to advance by identifying clear career paths.


Recruitment and training is often described as hit and miss and expensive. Attrition rates are high as the wrong persons are attracted to interviews. The air cargo industry experiences attrition rates as high as 140% annually. On average 2,791 people leave the air cargo industry a year.


Scope of Services:


Contextualized Job Readiness Training: The selected respondent is expected to develop a contextualized curriculum specific to the Air Cargo industry and provide a two week job readiness training class that graduate 80-100 candidates seeking employment in the Air Cargo industry to ensure the highest degree of training and successful placement and retention within the industry. The training should include at a minimum, industry specifics, basic soft skills, and career pathways planning. 


Only candidates referred by SERCO and interviewed by an air cargo employer and found to be an acceptable candidate for the industry will be enrolled into this job readiness training.


Submission Requirements:


Using five double-spaced pages, please answer the questions below.


Please discuss the following:

--Provide qualifications and experience that will ensure quality performance in this project.  Please specifically describe education and training experience.

--Provide examples of completed work projects of similar scope and nature.

--Provide methodology for conducting training, including a detailed description of tools and materials. Include qualifications of instructors and training personnel.

--Provide a copy of the curriculum to be used; or any relevant materials.

--Provide expected learning deliverables, i.e., what will participants learn during training? How this will facilitate qualifying for jobs in the industry?  Please describe any other special outcomes that you anticipate your training will produce.

--Provide a detailed breakout of the proposed per person cost for the training services.


The due date for submission of proposals is January 28, 2009 at 4:00pm.
